Do I need a visa to visit Croatia and Montenegro?
US citizens do not need a visa for short visits to Croatia or Montenegro, up to 90 days. However, a valid passport is required. Also, note that if you choose to visit both countries, you will have to cross a border as Montenegro is not part of the Schengen agreement.

A vacation in Croatia and Montenegro can be as brief as a week to enjoy a specific region, like Croatia's Dalmatian Coast, or up to two or three weeks for an extensive trip that covers multiple regions to experience these country's diverse landscapes. For example, if you wish to explore the mountainous national parks, the historical towns, and spend time relaxing at the beach, a minimum of two weeks would be optimal. Your preferred travel pace will always be reflected in your itinerary. You may choose to visit only Croatia or Montenegro and have a fantastic trip. Due to their proximity, it is easy to visit both, but not at all mandatory.
